Your telegram 13th January leave rule has been published and acted on in certain cases. It is not impossible to cancel it but I would deprecate doing so.

Our salaries and consequently pensions compare unfavourably with Malaya and that affords some reason for giving this small concession onretirement in addition to fact of greater length of voyage. If it is cancelled on ground of Malayan rule you may expect renewed agitation for salaries approximating to Malayan scale.
